ROSEMEAD, CALIFORNIA
Home Remodeling Contractor in
Rosemead, CA
With more than 10 years of experience, ARD Remodeling takes on kitchens, bathrooms, floors and whole-home updates for homeowners in Rosemead, California. The city's own housing report counts nearly every home here as built before 1980, so the free estimate looks at what sits behind the walls as closely as at the finishes. The scope is written down before anything is scheduled, and we line up the city paperwork with you from the first visit.

City approval
A permit counter that keeps Monday-to-Thursday hours
The city's Building and Safety page says the division provides plan checking, permitting and inspection for renovations, alterations and remodels. On its inspection page the city lists counter hours of 7 a.m. to 6 p.m., Monday through Thursday. Friday is not on that list, so we plan calls and filings for the four listed days.
A short call first
The division answers at (626) 569-2130 and by email at buildinginfo@rosemeadca.gov. Before we call, we gather the address, the year built and the rooms involved.
Forms go to Valley Boulevard
The page lists a permit worksheet and other forms, and completed ones go to the division at 8838 E. Valley Blvd.
Filing on the portal
The city also runs an online portal for applications and fees. We tell you early which route your plan is likely to take.
Inspections
Inspection requests: the 3:30 p.m. cutoff
Inspections are requested online or by email to BuildingInspections@rosemeadca.gov, with the address, the permit number, the type of inspection and the date. Because the city does not assure the day and time you ask for, we do not build a work day around a single inspection slot. Rough work stays uncovered until the inspector has seen it, and we leave a cushion in the schedule.
Request early in the day
We send requests well ahead of the cutoff, since a slot is subject to availability either way.
Someone can let the inspector in
We agree with you who will be at home, so a visit does not fail on access.
WHERE TO BEGIN
Where a Rosemead plan tends to begin
Typical entry points. Many plans join two or three of them.
Kitchen update
Cabinets, counters and lighting around a sink wall that several people use at once.
Bathroom rebuild
New tile, vanity and fixtures with the waterproofing planned first. Our Rosemead bathroom page goes into the details.
Flooring through connected rooms
One floor from the entry through the living and dining rooms, laid after the dusty work is done.
Windows and doors
Replacing a worn window or patio door changes the light, the drafts and the look of the house.
Living and dining rooms
Built-ins, lighting and finishes planned together so the shared rooms read as one space.
Whole-home refresh
Rooms planned together, with paint and finish work saved for the end.
Work window
Rosemead's work window: 7 a.m. to 8 p.m., Sundays off
Rosemead's noise chapter exempts building, repair and remodeling work as long as it does not take place between 8 p.m. and 7 a.m. on weekdays, Saturday included, or at any time on a Sunday or federal holiday. The same exemption sets a 65 dBA limit, measured on residential property. We read that as a working day of 7 a.m. to 8 p.m. and plan the loudest steps for the middle of it.
Loud steps in mid-day
Demolition, tile cutting and hammer drilling are scheduled away from the first and last hours of the window.
A word to the neighbors
A short note before the noisy days is easy to write and helps the street stay on good terms.
THE SINK WALL
A kitchen wall that keeps up with a full table
Where several people cook, eat and clean up in the same room, the sink wall does the most work. We plan the sink, the counter space beside it, the storage and the light together, so cleanup stays easy at the end of a busy day.
- Room on both sides of the sinkCounter space for stacking dishes and for drying them.
- Storage within reachEveryday plates and pots sit near the sink, not across the room.
- Light where you workA window and task lights planned with the wiring, not added later.

Housing age
Homes from before 1980: what age means for a plan
The 2021-2029 Housing Element reports 15,297 housing units and says 51.6 percent of them were built before 1960. It adds that the age of the stock points to a continuing need for code enforcement, property upkeep and rehabilitation. For a remodel, that turns the first visit into a short survey of wiring, supply lines, drains and floors wherever they show.
Wiring
We look at the panel, the outlets and any visible runs, and note what the written scope should cover.
Pipes and drains
Under-sink lines and shut-off valves get a look, because a kitchen or bathroom wall opens straight onto them.
Floors underfoot
Level, soft spots and earlier patches are checked before new flooring is chosen.

My house was built before 1980. What changes?
Mostly the first visit. The city's Housing Element says almost all of its homes are that old, so we check wiring, pipes and floors where they show and write what we expect to find into the scope.
Does my HOA or condo board approve the work too?
Separately from the city, yes, if you have one. Ask the board for its rules on work hours, shut-offs and approvals, and send them to us before a start date is set.
