EL MONTE, CALIFORNIA
Home Remodeling Contractor in
El Monte, CA
With more than 10 years of experience, ARD Remodeling takes on kitchens, bathrooms, floors and whole-home updates for homeowners in El Monte, California. The free estimate is a walk through your house, and the scope is written down before a start date is set. Three things shape most El Monte plans: a permit counter that is open Monday through Thursday, a work window that is shorter on Saturdays and closed on Sundays, and a housing stock in which about seven in ten homes were built before 1980. We ask about all three at the first visit.

Permits
Plan your permit visit around a four-day counter
Building and Safety is in City Hall West at 11333 Valley Boulevard. The city's permit page says no appointment is needed, that documents are submitted in person, and that the last sign-in is at 3:00 p.m. The division's directory page lists counter hours of 8:00 a.m. to 4:00 p.m., Monday to Thursday, and says City Hall is closed on Fridays and federal holidays. We time permit trips for the middle of those days and arrive with a complete packet, so the trip is not wasted.
Check the wait before you drive
The city lists a waitlist that closes at 3:00 p.m. and suggests joining it or checking wait times before you visit.
Separate forms by trade
The city lists a building application, a plumbing and sewer application, and an electrical and mechanical application. The counter tells you which ones your project needs.
Inspections need a day's notice
Building inspections require 24 hours advance notice and run Monday through Thursday, 8:00 a.m. to 4:30 p.m.
Work hours
Saturdays start at 8, and Sundays are closed
Section 17.50.070 of El Monte's zoning code limits construction in residential zoning districts to 7:00 a.m. to 6:00 p.m. Monday through Friday and 8:00 a.m. to 6:00 p.m. on Saturday. Other districts run longer, so the zoning of your lot matters. Where the section conflicts with the noise chapter, the stricter of the two applies, which is why we plan the loudest steps for weekday mornings and tell you the order beforehand.
Look up your zoning
The Planning page links an interactive zoning map. Confirm your lot's district before anyone assumes the residential hours.
Federal holidays are off
The code allows no construction on federal holidays in any district, so a long weekend can mean a longer gap.
Extensions are the city's call
The Community Development Director may extend hours when a necessity is shown, noise is addressed, neighbors are notified and the extension stays within ten consecutive days. We do not plan around that.
WHERE EL MONTE PLANS START
Ways an El Monte project often begins
Most plans mix two or three of these.
Kitchen update
Cabinets, counters, backsplash and lighting. In a smaller kitchen, a new opening to the dining room can change the whole floor plan.
Hall bathroom
A tub-shower rebuilt with new tile and fixtures, with waterproofing planned first. The El Monte bathroom page covers the details.
Floors through the main rooms
One continuous floor through living room, hall and kitchen, installed once the dusty work is finished.
Windows and doors
Replacement units or new openings, planned together with the exterior and the rest of the work.
Rooms where everyone gathers
A built-in, new lighting or a different layout for the room the household shares.
Back rooms and converted spaces
A family room, den or converted garage room updated starting from what the records say about it.
Older homes
Seven in ten El Monte homes predate 1980
The Housing Element's background report puts the largest group, 34 percent of homes, in the 1940 to 1959 range, with another 7 percent built before 1940. Add the rows for the 1960s and 1970s and about 70 percent were built before 1980. The report says homes older than half a century frequently need new electrical, plumbing and roofing, and that homes built after 1978 tend to have the least lead paint. So the first visit includes the build year, and we look at the pipes and wiring serving each room you want to change.
Plumbing and wiring get a look
Before a scope is final we check the supply lines, drains and circuits behind the rooms you are changing, and write down what we find.
Paint from before 1978
The report links older homes to possible lead paint abatement. If yours predates 1978, say so at the estimate so dust-making steps are planned with that in mind.
Where an addition begins
In a house with a later addition we note where the age changes, because framing, wiring and floors can differ on either side of that line.
THE OPENING BETWEEN ROOMS
A pass-through that joins kitchen and dining
In many single-story houses the kitchen sits behind a wall of its own. A counter-height opening with an oak-topped peninsula and a pendant above it can link cooking, homework and dinner without a full open plan. We plan the opening, the wiring and the finishes together, and whether the wall carries load is settled before anything is cut.
- An opening sized to the wallHeight and width follow the framing and what runs inside it.
- Light over the counterA pendant or a pair of lights, wired while the wall is open.
- A top that does two jobsA peninsula surface that works for prep and for sitting.

Records
Garage rooms and additions of unclear origin
In its list of housing conditions, the report says illegal garage conversions and second units are a significant issue in El Monte, and that many were built without building permits and fall short of current building, health and safety codes. If your home has a converted garage, a back room or an addition, tell us at the estimate and bring whatever paper exists. We would rather learn about it before the scope is written than after a wall is open.
Bring the paper trail
Old permits, plans, receipts and photos of earlier work help us ask the right questions.
Attached homes add a step
The same report counts roughly four in ten homes as attached or multifamily. For a condo or townhome, ask your association for its rules and hours before a date is set.
BEFORE THE VISIT
What to gather for an El Monte estimate
Rough answers are fine.
- 1Your address and, if you know it, the year the house was built
- 2Whether it is a detached house, a townhome or a condo
- 3Which rooms you want changed, in order of priority
- 4Any garage conversion, addition or earlier work, and its paperwork
- 5Your association's rules and contact, if you have one
- 6Photos of each room, its floor and its ceiling
A thin folder is fine. We fill in the gaps at the visit.

An older housing stock
Table 30 of the 2021-2029 Housing Element Background Technical Report (2019 American Community Survey) lists 34 percent of homes built 1940 to 1959, 15 percent 1960 to 1969, 14 percent 1970 to 1979 and 7 percent before 1940. Can I book a time at the El Monte permit counter?
The city's permit page says Building and Safety is open to the public with no appointment needed and that documents are submitted in person. It lists a waitlist that closes at 3:00 p.m., so we plan trips for earlier in the day.
Which days can I reach Building and Safety?
Monday through Thursday, 8:00 a.m. to 4:00 p.m. City Hall is closed on Fridays and federal holidays.
What hours can a contractor work in El Monte?
In residential zoning districts the zoning code lists Monday through Friday from 7:00 a.m. to 6:00 p.m. and Saturday from 8:00 a.m. to 6:00 p.m., with nothing on Sundays or federal holidays. Other districts differ, and the stricter of the zoning and noise rules applies.
My house is from the 1950s. Does that change the plan?
It can. The city's housing report says older homes more often need new electrical, plumbing and roofing, and that homes built after 1978 tend to have the least lead paint. We ask the build year first and check the pipes and wiring before the scope is final.
What if my garage was converted before I bought the house?
The city's housing report calls garage conversions and second units built without permits a significant issue. Tell us at the estimate and bring any paperwork. Whether anything has to be addressed is a question for the Building and Safety counter, and we help with the paperwork.
