ARCADIA, CALIFORNIA

Home Remodeling Contractor in
Arcadia, CA

With more than 10 years of experience, ARD Remodeling takes on kitchens, bathrooms, floors and whole-home updates for homeowners in Arcadia, California. The free estimate is a walk through your home, and the scope is written down before anything is scheduled. Arcadia adds three questions to most plans: how much of the exterior wall comes out, whether an association reviews the design first, and what the work hours allow. We raise all three at the first visit.

City approval

Start with Building Services and the EDGE portal

The city's Building Services page puts the division at City Hall, 240 West Huntington Drive, phone (626) 574-5416. Its EDGE page, short for ePermitting and Development Gateway, is where you request an inspection, apply for a building permit or look up permit history. Which of those your project needs is the city's call; we sketch the likely route while we write your scope.

  • Bring the address and a plan

A one-line description of the work and the year the house was built speed up the first answer.

  • Call before you order materials

A short call settles what the city will want to see before anything is bought.

  • Inspections use the same portal

No wall can be closed until the work behind it passes, so requests are planned into the schedule.

Scope of work

The 50 percent line between a remodel and a rebuild

The city's amendments to the California Building Code define a remodel as an alteration where not more than 50 percent of a building's exterior walls are removed, and a rebuild as one that removes more than 50 percent. The building FAQ adds that a rebuild must meet all current zoning, building and fire rules and pay permit and school district fees as a new structure. So the wall count belongs in the first conversation, not at plan check.

  • Mark the walls you keep

The plan shows which exterior walls stay, so the scope shows where you sit against the line.

  • Ask how the city measures

Building Services confirms how removal is counted. If a plan comes close to half, get the answer in writing.

  • Fees follow the label

The classification changes what the city charges, so we raise it before the budget is set.

ASSOCIATION AREAS

If your street belongs to a design-review association

Not every Arcadia home does. The city lists Arcadia Highlands and Santa Anita Oaks, each with its own Architectural Review Board. Ask which covers your address.

  • What the code puts under review

    • Single-family projects in a Council-designated association area
    • Structures, fences, walls and landscaping that are built or modified
    • Exterior items such as roofing and facade changes
  • How it fits with the city

    • No building or grading permit is issued until the review requirements are met
    • The city keeps final authority over its own permits
    • Decisions can be appealed to the Planning Commission and the City Council
  • Three levels of review

Staff handle very minor work, the chairperson a Short Review, the full board a Regular Review.

  • Inside the house?

The code's table lists mostly exterior work. Ask whether an interior project is covered.

We ask for your association at the estimate, so this check is not left to the end.

Work hours

Weekdays 7 to 6, Saturdays 8 to 5, and the days that stay closed

The building FAQ gives those hours and bars construction on Sundays and on seven named holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day. A holiday that lands on a Sunday moves to the following Monday. With a 6 p.m. weekday stop, the loud work goes in the morning.

  • Loud steps go early

Demolition, cutting and drilling are booked for mornings where the plan allows.

  • Holidays are marked up front

The seven closed days go on the schedule when we set dates.

  • Your association may be stricter

An association can keep its own work hours. Ask before a start date is set.

BETWEEN KITCHEN AND DINING

A serving wall for everyday dishes and guests

Where a kitchen meets a dining room, one wall can hold glass-front storage, a short stone counter and a small prep sink. We plan cabinets, top, lighting and outlets together, so the wall serves daily meals and a full table without crowding either room.

  • Glass and solid doorsSolid fronts hide clutter, and glass fronts show the dishes you like to see.
  • Light where you reachUnder-shelf and in-cabinet light is placed with the wiring plan, so walls open once.
  • A counter at working heightA short stone top gives you a place to set down trays and pour drinks.

Housing age

Planning around a house from the 1950s

The regional housing data behind Arcadia's Housing Element counts 21,237 homes, about 70 percent of them single-family. Roughly 21.5 percent date from the 1950s, the largest share of any decade, and about 59 percent were built before 1970. These are survey estimates, but they explain why we look inside before promising a layout.

  • Look at the circuits

We check the panel and the circuits that feed the rooms you are changing.

  • Look at the pipes

Supply lines and drains in any wall we open are inspected and renewed where needed.

  • Bring old records

Original plans, permits and repair receipts help us ask the right questions.

  4. 4Photos of each room you want to change
  5. 5Earlier plans, permit records or repair invoices

A thin folder is fine. We fill in the rest at the visit.

No construction is allowed on Sundays or on New Year's Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day; a holiday that falls on a Sunday moves to the following Monday. A remodel classified as a rebuild must comply with all current city zoning, building and fire regulations and pay building permit and school district fees for a new structure.

    Two design-review associations

The city's Homeowners Associations page says each homeowners association has an Architectural Review Board (ARB) with architectural design review authority over its association area, and lists contacts for each. The city's amended HOA resolution (No. 7272) names Arcadia Highlands and Santa Anita Oaks as separate associations, each with its own boundaries.

Remodel versus rebuild in the code

Section 8130.5 adds two definitions to Section 202 of the 2025 California Building Code. A rebuild is where more than fifty percent (50%) of the exterior walls of an existing building are removed; a remodel is an alteration where not more than fifty percent (50%) of the exterior walls are removed.

    How association review works

Section 9107.20 covers Homeowners Association Areas established by City Council resolution. Review is by the Director for very minor work, by the ARB Chairperson as a Short Review with no public notice or hearing, or by the full ARB as a Regular Review with public notice and a hearing. No building or grading permit may be issued until the section's requirements are met; decisions can be appealed to the Planning Commission and City Council.

Do you work in every part of Arcadia?

Arcadia is on our service-area list, with Pasadena, El Monte and Alhambra close by. Send your address with the request and we will confirm the visit.

How do I apply for a permit in Arcadia?

The city points to its EDGE portal for permit applications, inspection requests and permit history, and Building Services takes questions at (626) 574-5416. We help assemble the paperwork and tell you early what the city is likely to ask for.

What does the city mean by a rebuild?

A project that removes more than half of a building's exterior walls. It must meet current zoning, building and fire rules and pay fees as a new structure, so we count the walls early.

What time can a crew start and stop?

Weekdays 7 a.m. to 6 p.m. and Saturdays 8 a.m. to 5 p.m. Sundays and seven named holidays are closed, and an association may set tighter hours.

Does my homeowners association have to approve the work?

In a Council-designated association area, such as Arcadia Highlands or Santa Anita Oaks, the Architectural Review Board reviews design before the city issues a building permit. Send us your association's guidelines.

Does a 1950s house need extra checks?

Often. More Arcadia homes date from the 1950s than from any other decade, so we check the circuits and pipes in the rooms you are changing. Tell us the build year at the first visit.
