City approval
Planning first, then the Building Division
The plan check FAQ lists remodels, framing, window replacements, drywall, insulation and waterproofing among the common projects that need plan approval before a permit is issued. It asks you to confirm what your property allows with the Planning Division first. We bring the scope to that conversation, so the first application matches the work.
A Planning answer comes first
The Planning Division, at 626-570-5034, is where the city sends you to confirm what the property allows.
Which application fits
The FAQ lists residential new building, residential alteration, ADU and commercial permit types. Remodels, additions and window replacements are residential alterations.
Bigger jobs add agencies
An addition of 500 square feet or more adds the school district in the city's table. Demolition adds an air-district notification and recycling.
Monday through Saturday, 7 to 7: the city's work window
The city's page for active construction sites gives 7 a.m. to 7 p.m., Monday through Saturday, and says construction is not allowed on Sundays. Saturday is part of the regular window, so we tell you which noisy steps land on it before the schedule is set.
Noisy days get a heads-up
Demolition and cutting are lined up early, and you hear the dates before they arrive.
Your building may be stricter
A condo or apartment building can keep quieter hours of its own. Ask the manager or board before a date is picked.
PLACES TO START
Where an Alhambra plan often begins
Starting points we hear often. Most projects blend two or three of them.
Kitchen update
Cabinets, counters, backsplash and lighting, with plumbing moved only where the layout needs it.
Bathroom rebuild
A new tub or shower, tile and vanity, with waterproofing planned first.
Windows and doors
New or replacement openings change the light and the flow of the house.
Floors across connected rooms
One continuous floor through the living areas, laid after the dusty work.
Living and dining rooms
Built-ins, lighting and finishes planned together so the shared rooms read as one space.
Whole-house refresh
Several rooms planned as one project, with finishes saved for last.
Older homes
Three in four homes predate 1980
The FY 2025-2029 Consolidated Plan counts about 32,140 housing units, 44 percent of them multifamily, and says roughly three-quarters were built before 1980. Its year-built table puts 54 percent of owner-occupied homes before 1950. A house that old can carry repairs on top of repairs, so we ask for the build year at the first visit.
Detached houses
A house can often be opened room by room, with the plumbing and wiring behind the work area checked before the scope is final.
Condos and apartments
Shared walls and shut-offs come up often. Ask your association or manager about work hours and shut-off notice.
Records and photos help
Old plans, earlier permits and repair invoices show what has been changed.
THE BACK DOOR
A back entry that works as a laundry and drop zone
In many older homes the back door lands in the kitchen or on an enclosed rear porch. We look at how your household comes and goes, then plan one corner for laundry, a bench, hooks and a floor that handles wet shoes.
- Bench and hooksA place to sit, hang a jacket and drop a bag.
- A floor that takes waterDurable tile or sheet flooring that handles wet shoes and spills.
- Laundry connections plannedOutlets, water lines and drain are placed with the cabinets.

Is your house one of the 865 on the city's historic survey?
The city completed a Historic Resources Survey in November 2023 and found 865 properties potentially eligible for listing, individually or as part of potential historic districts. The survey did not designate anything. An ordinance adopted in September 2025 sets up designation, and the city recommends speaking with a planner before filing, so we raise the question at the estimate when a house is older.
Ask about your address
Ask the Planning Division whether your address was part of the survey and what, if anything, that means for the plan.
Eligible is not designated
The survey names candidates. Designation is a separate step under the ordinance.

What the plan check FAQ says to do first
The city's Building Plan Check Process FAQs say most work requires plan approval and/or permits, including remodels, additions of any size, any framing work, window replacements and drywall work. Applicants are asked to verify with the Planning Division what they can do on the property before submitting plans to the Building Division. A plan check application with no permit issued within one year of the application date expires under Alhambra Municipal Code section 20.05.010.106.7. The FAQ's table adds Alhambra Unified School District approval for an addition of 500 square feet or more.

An older housing stock, many multifamily homes
The FY 2025-2029 Consolidated Plan (May 2025) says Alhambra had approximately 32,140 housing units in 2020, about 56 percent single-family and 44 percent multifamily, and that about 60 percent were renter-occupied. It says approximately 77 percent of housing units were built before 1980 and that many homes likely need repairs or upgrades. Historic survey and ordinance
The Historic Resources Survey was completed in November 2023 and found 865 properties potentially eligible for listing, individually or as contributors to potential historic districts. The page says no potential historic resources were formally designated as part of the survey. The Historic Preservation Ordinance, adopted in September 2025 (Ordinance No. O2M25-4848), establishes regulations and standards for designating historic resources. Listed permits are Designation, Mills Act, Certificate of Appropriateness, Certificate of Demolition and Certificate of Economic Hardship, filed through the Permit Portal. The page recommends speaking to a Planner before submitting any application: Planning Division 626-570-5034.

- Clear scope
Which parts of Alhambra do you serve?
Alhambra is on our service-area list, with Monterey Park, San Gabriel, Rosemead and South Pasadena close by. Share your address when you request an estimate and we will confirm that we can come out.
Where does an Alhambra remodel application start?
With the Planning Division, according to the city's plan check FAQ, which asks you to confirm what the property allows before plans go to the Building Division. Applications then go through the Permit Portal. We help assemble the paperwork and tell you early which pieces to expect.
Do other city departments review a remodel?
That depends on the scope. In the city's routing table, a remodel without framing goes to Planning, while remodels with framing and additions also route to the Fire Department, Public Works and the Utility Division. The Building Division decides, and we compare your plan with the table at the estimate.
Can crews work on Saturdays in Alhambra?
Yes. The city's page for active construction sites gives 7 a.m. to 7 p.m., Monday through Saturday, and says Sundays are off limits. A condo or apartment building may set tighter hours of its own.
Does the age of my home change the plan?
It can. The city's housing plan says roughly three-quarters of Alhambra's housing units were built before 1980, so we ask for the build year at the visit. For demolition, the city's routing table lists an air-district notification.
Could my house be a historic resource?
Possibly. The city's 2023 survey flagged 865 properties as potentially eligible, and its ordinance from September 2025 sets out how designation works. Ask the Planning Division about your address.
