NORWALK, CALIFORNIA

Home Remodeling Contractor in
Norwalk, CA

With more than 10 years of experience, ARD Remodeling takes on kitchens, bathrooms, floors and whole-home updates for homeowners in Norwalk, California. The free estimate is a walk through your house, and the scope goes on paper before anything is scheduled. Norwalk is mostly single-family housing, and about half of it was built in one decade, the 1950s. That shapes what we look at first: what is behind the walls, how many people use each room, and how the city's permit counter runs.

City Hall

Booking time at Norwalk's permit counter

The Building & Safety page lists permit issuance Monday through Thursday from 8 a.m. to 5 p.m. and on alternating Fridays from 8 a.m. to 4 p.m. It also offers appointments with a Permit Technician from 9 to 11 a.m. and 2:30 to 4:30 p.m. each workday, and says a booked customer is next in line when the technicians are busy. We help you gather the paperwork before you go.

  • Only some Fridays

The Planning page says City Hall is closed on the Fridays that are not open. Check the date before you drive over.

  • Call first

Building & Safety is at (562) 929-5733. The city's pages show different closing times for Community Development, so a call settles it.

  • Smaller jobs may go over the counter

The page says certain small projects, such as patio covers and window change-outs, may qualify for over-the-counter review, subject to staff approval and a complete submittal.

PLACES TO START

Where Norwalk projects often begin

Most plans combine two or three of these.

  • Kitchen and dining room

Counters, cabinets and lighting, and sometimes an opening so the cook can talk with the table.

  • Hall bathroom

A tub-shower or walk-in shower, new tile and a vanity that works for more than one person.

  • Floors through the house

One floor across the living room, hall and bedrooms, laid once the dusty work is done.

  • Backyard patio

Our Projects section has a Patio & Fire Pit Installation in neighboring Whittier: a paver patio, a circular stone fire pit filled with lava rock, wicker seating and low-voltage landscape lighting.

  • Lighting and outlets

New fixtures, switches and outlets placed with the rest of the plan, not squeezed in at the end.

  • Several rooms at once

Planned as a single project, with finishes last.

Work hours

The work window in Norwalk's noise rules

Norwalk's municipal code has a paragraph on constructing or repairing buildings in its noise article. As printed, it covers erection, excavation, demolition, alteration and repair, and allows them between 7 a.m. and 6 p.m., or until sunset if that is later. It names no Saturday or Sunday hours, so we ask the city how weekends are treated before a loud task lands on one, rather than assuming.

  • Heavy tools are named

The same section also limits pile drivers, steam shovels and pneumatic hammers outside that window unless the Director of Building and Safety grants permission. We plan demolition inside the daytime hours.

  • The city can allow exceptions

The Director may permit work outside the window in set cases. We do not count on it and schedule inside the standard hours.

THE OPENING BETWEEN ROOMS

A counter that joins kitchen and table

In many older floor plans the kitchen sits behind a wall. A pass-through counter lets the cook talk with the table and gives a busy household a place to eat, pour a drink or do homework. We draw the opening, the counter edge and the lights together, and we check what the wall carries before anything is cut.

  • Counter heightStool height and knee room are measured, not guessed.
  • Light over the counterPendants or recessed lights are placed with the wiring plan, so walls open once.
  • A wipe-clean topThe surface is chosen for homework, cooking and daily spills.

Housing

Houses from the 1950s, lived in by larger households

The Southern California Association of Governments (SCAG) published housing data for Norwalk in 2020, drawing on Census Bureau estimates for 2014 to 2018. It counts 28,135 housing units, 73.1 percent of them detached single-family homes. It puts 50.5 percent of units in the 1950s, 15.2 percent in the 1960s and 12.0 percent in the 1940s. Average household size is 3.847 people, and 5.7 percent of households have seven or more members, against 3.1 percent across the region.

  • Wiring from another era

A 1950s house was not wired for today's appliances and chargers. We check the panel, circuits and outlets in the rooms you are changing and put what we find in the scope.

  • Plumbing and the fixture rule

Almost all of Norwalk's housing was built before 1994, the cutoff in California's water-saving fixture law, so a permitted remodel can bring new toilets, showerheads and faucets with it. The bathroom page covers it.

  • Shared walls

About a quarter of the city's units are attached or in multifamily buildings, so we ask early about shut-offs, notice to neighbors and your association's hours.

BEFORE THE VISIT

What helps at a Norwalk estimate

A rough answer is plenty.

  1. 1Your street address and, if you know it, the year the house was built
  2. 2Whether it is a house, a townhome or a unit in a larger building
  3. 3The rooms you want to change, in order of priority
  4. 4How many people use the kitchen and bathrooms every day
  5. 5Photos of each room, and of the electrical panel if you can reach it
  6. 6Anything you know about earlier repairs, additions or permits

Missing an item? We fill the gaps together at the visit.

HOW IT WORKS

How a project in Norwalk runs

  1. Step 1

    See the house

We walk the rooms, measure and ask how many people use them every day.

  2. Step 2

    Write the scope

Materials, finishes and the extent of the work go on paper for you to approve.

  3. Step 3

    Prepare for the counter

We help with the city paperwork and any association approval the project calls for, and plan the appointment with you.

  4. Step 4

    Build inside the work window

Trades follow in order within the city's daytime hours, and we walk the finished rooms with you.

    Permit counter and appointments

The page lists permit issuance hours as Monday through Thursday 8 a.m. to 5 p.m. and 8 a.m. to 4 p.m. on alternative Fridays. An appointment with a Permit Technician is made by calling Building & Safety at (562) 929-5733 or seeing a representative in Room 12 of City Hall; slots are available every workday from 9 to 11 a.m. and 2:30 to 4:30 p.m., and a customer with an appointment is next in line if the technicians are busy. Certain small projects may qualify for over-the-counter plan review, subject to staff approval.

    Inspections

The page says inspections run Monday through Thursday from 9 a.m. to 5 p.m. and, on open Fridays, from 9 a.m. to 4 p.m., and points to Norwalk.edgesoftinc.com/cap for scheduling an inspection. It says a permit is needed to build, enlarge, alter, repair, move, remove, convert or demolish a structure, and that most plumbing, mechanical and electrical work needs one as well.

Age and type of the housing stock

The report uses American Community Survey 2014-2018 estimates and California Department of Finance counts. It finds 28,135 housing units in Norwalk: 20,571 (73.1 percent) detached single-family homes, 1,255 (4.5 percent) attached single-family homes, 918 (3.3 percent) in buildings of two to four units and 4,895 (17.4 percent) in buildings of five or more units. By year built, 50.5 percent date from 1950-1959, 15.2 percent from 1960-1969 and 12.0 percent from 1940-1949.

    Construction and repair hours

Norwalk Municipal Code section 9.04.150, paragraph E, Construction or Repairing of Buildings: the erection, demolition, alteration, construction or repair of any building other than between the hours of seven a.m. and six p.m. or sunset, whichever is later, except in urgent necessity in the interest of public health and safety, and then only with a permit. The paragraph does not name Saturday or Sunday hours. This is the code as printed on June 25, 2015 and kept on nonoise.org; the current eCode360 page could not be opened, so confirm the wording with the city.

Where does Norwalk handle permits, and can I walk in?

At City Hall, 12700 Norwalk Boulevard, Room 12. The city lists technician appointments on workdays from 9 to 11 a.m. and 2:30 to 4:30 p.m. and says a booked customer is next in line. Call (562) 929-5733 first, because City Hall is closed on alternating Fridays.

What hours can a contractor work in Norwalk?

The noise article allows building work from 7 a.m. until 6 p.m. or sunset, whichever is later. It does not mention weekends, so we confirm with the city before planning loud work for a Saturday or Sunday.

Does a 1950s house need extra checks?

We look at the panel, the visible plumbing and the framing around any wall we plan to open, then put what we find into the scope. For bathrooms, California's water-saving fixture rule also comes into play.

I live in a townhome or apartment. Does that change anything?

About a quarter of Norwalk's units share a wall with another. Tell us the building type at the first call, and ask your association or property manager for its rules on hours, shut-offs and approvals in writing.

Is there a nearby project I can look at?

The Projects section has a Patio & Fire Pit Installation in neighboring Whittier, with a paver patio, a circular stone fire pit with lava rock, wicker seating and low-voltage landscape lighting. It is one example, not a promise of a particular look for your home.
