City process

Online first, then a counter that closes at 1 p.m.

The city's Building & Safety page says plans and permit applications go through its online portal, and that you register on the customer self-service site first. A plan set is submitted as one PDF, with other documents as separate files. The counter at 110 East La Habra Boulevard takes walk-ins for questions and over-the-counter permits from 7:30 a.m. to 1 p.m., Monday through Thursday. What your job needs is the city's call, so we write the scope first and then tell you what to bring.

  • Register before the plan is ready

Creating the portal account is a step we can walk through with you at the estimate.

  • Ask by phone first

Building & Safety answers at 562-383-4116, which can save a trip when the counter closes at 1 p.m.

The La Habra work window and what counts as work

A Building & Safety handout cites Section 9.32.070 of the city code: construction noise is limited to 7 a.m. to 8 p.m., Monday through Saturday, and all construction is prohibited on Sundays and city-observed federal holidays, eight of which the handout names. The rules also cover trucks and equipment making deliveries or loading materials at a project, and violators may be cited.

  • Deliveries are on the clock too

Material drop-offs and hauling are booked inside the window, not before it.

  • Associations may add rules

If you live in a condo or an association community, ask for its own work rules before a date is set.

STARTING POINTS

Where a La Habra plan can begin

Most projects combine two or three of these.

  • Kitchen update

Cabinets, counters, lighting and storage. ARD has a kitchen project page in neighboring Fullerton, Open-Concept Kitchen Update, with a navy island, maple cabinets and hardwood floors that carry into the dining area.

  • Bathroom rebuild

A new shower or tub surround, vanity and tile. Our La Habra bathroom page covers inspection days and the local water.

  • Windows and patio doors

Sized with the city's bedroom escape-opening numbers in mind and measured against what is in the wall now.

  • Floors through connected rooms

New flooring laid once the dusty work is finished.

  • Living and family rooms

Shelving, lighting and paint chosen as a set for the rooms the household uses most.

  • Whole-home refresh

Several rooms planned as one project, with finishes last.

Windows and doors

Changing a window or a bedroom opening

The city's handout says window replacements require a permit and must meet current code, and it asks for a floor plan marking each window as existing or proposed, with sizes. For bedrooms it quotes the 2025 codes: one window or door for escape and rescue, with a clear opening at least 24 inches high and 20 inches wide and the bottom of the opening no more than 44 inches above the floor. We measure every opening at the estimate, so a window you want to enlarge is checked against those numbers before it is ordered.

  • Measure before you choose

Width, height and height above the floor for each window go on paper first.

  • Low windows upstairs

The handout adds a fall-protection rule for a window within 24 inches of the floor whose opening is more than 72 inches above the ground outside.

LIGHT WHERE YOU WORK

Kitchen lighting planned with the wiring

A kitchen needs light on the counter, not only on the ceiling. We plan under-cabinet lights, the pendant over the sink and the switch positions together with the cabinets, so the wiring is opened once and the evening light is even.

  • Under-cabinet stripsOne continuous strip lights the counter and the backsplash.
  • Switches where your hand landsDimmers and switch positions are marked on the plan before cabinets go in.
  • A warm, even colorFixtures are chosen to match, so the counter does not look patchy at night.

Paperwork that rides along with a permit

The city's alarm form says alarms are brought up to the 2025 residential code when alterations, repairs or additions require a permit, and that the owner's signed certification is required before the permit is finaled. Its asbestos declaration asks whoever files to state whether a renovation or demolition involves asbestos and points to South Coast AQMD Rule 1403 for notification when it does. The form's owner exemption covers only an owner who does the work personally, with no contractor or laborer.

  • Alarms in the right rooms

Per the form, smoke alarms go in bedrooms, and smoke plus carbon monoxide alarms go outside each sleeping area and on every level.

  • Ask what is inside the walls

Before anything is opened, we ask what you know about the age and past repairs of the walls, floors and ceilings involved.

BEFORE WE VISIT

What to have on hand for a La Habra estimate

Rough answers are fine.

  1. 1Your address and, if you know it, the year the home was built
  2. 2Whether an association has rules for your home, and where they are posted
  3. 3Photos of each room you want to change, with its floor and ceiling
  4. 4Windows you might resize, with rough measurements
  5. 5Earlier plans, permit records or repair invoices
  6. 6Anything you want to keep, such as a floor, a window or a cabinet run

A thin folder is fine. We fill in the rest together at the visit.

    Who to call, and when

Building & Safety Division, 110 East La Habra Boulevard, La Habra, CA 90631, phone 562-383-4116. The page lists counter hours of Monday-Thursday, 7:30 a.m.-1:00 p.m., and says walk-ins are accepted for questions, over-the-counter permits and issuing approved online permits. Plans and permit applications are submitted through the city's online portal, and applicants must first register on the Customer Self Service Online Portal. A plan-review submittal is the full plan set as one PDF, with other construction documents as separate files. Staff check each application for completeness and then email a payment request or a request for more information.

    Allowable working hours

The page titled Allowable Working Hours for Construction Activity says Section 9.32.070 of the La Habra city code limits construction noise to 7:00 a.m. to 8:00 p.m., Monday through Saturday, and prohibits all construction on Sundays and city-observed federal holidays: New Year's Day, President's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and Christmas Day. The noise rules also apply to trucks, vehicles and equipment making deliveries or loading and transferring materials at or adjacent to a project.

    Windows and bedroom escape openings

The handout says window replacements will require a permit, and asks for a floor plan showing all windows as existing or proposed, with sizes, plus manufacturer's information for new windows. Citing the 2025 California Building and Residential Codes, it describes one escape and rescue window or door in each bedroom with a clear net opening of at least 5.0 square feet at grade floor or 5.7 on other floors, 24 inches high by 20 inches wide at minimum, and the bottom of the opening no more than 44 inches above the floor.

  • Official source

    Alarm certification before final

The form cites the 2025 California Residential Code, section R310, and says alarms are retrofitted in existing dwellings when alterations, repairs or additions require a permit. Locations listed: smoke alarms in all bedrooms; smoke and carbon monoxide alarms outside each separate sleeping area and on every occupiable level, including basements. The owner signs that the alarms are installed and tested, and the form says the completed certification is required before permit final.

  • Official source

    Asbestos declaration

The Building and Safety form (Rev. 7/15/2019) has the applicant declare that the renovation or demolition does or does not involve removal of asbestos material. For the first case it says Rule 1403 requires electronic notification to South Coast AQMD 10 working days before work starts; for the second it says written notification does not apply. Its owner exemption applies only to the legal owner and permanent resident of a single-family dwelling who does the renovation personally, with no contractor or laborer.
