Home Remodeling Contractor in
Pomona, CA

With more than 10 years of experience, ARD Remodeling takes on kitchens, bathrooms, floors and whole-home updates for homeowners in Pomona, California. The free estimate is a walk through your home, and the scope is written down before anything is scheduled. Pomona brings a few checkpoints of its own: the Building and Safety counter keeps Monday-to-Thursday hours, three residential neighborhoods fall under historic-district rules, and the 1950s is the decade in which the largest share of the city's homes was built. We ask about all three at the first visit.

City counter

Planning around City Hall's Monday-to-Thursday week

The Building and Safety Division works from City Hall at 505 South Garey Avenue. Its page lists walk-in hours of 7:30 a.m. to 6:00 p.m., Monday through Thursday, and says inspectors can be met at the front counter in two windows, 7:30 to 8:30 a.m. and 4:00 to 5:30 p.m., after checking in at a kiosk. With no Friday hours on the page, we gather your address, a rough scope and photos before anyone makes the call.

  • Choose your free days early

Counter visits and inspector meetings all fall on the same four days, so we check which of them you can attend before a start date is promised.

  • One number to start with

The division answers at (909) 620-2371. Ask whether your question needs a visit or can be settled by phone.

Work hours

Evenings and Saturdays: what the city's window allows

The same page cites Pomona Municipal Code 18-305(3) for those hours. A legal hour is not always a neighborly one, so we put demolition and cutting in the middle of the day and keep evening work quiet. Sunday falls outside the listed window, and we do not plan loud work for it.

  • A word to the neighbors

A short note before the first loud day costs nothing and prevents most complaints.

  • Condos and associations

A community may keep shorter hours than the city. Get them in writing before a date is set.

WHERE PLANS START

Where a Pomona remodel can begin

A few starting points. Many plans combine two or three of them.

  • Kitchen update

Cabinets, counters, lighting and a better work triangle, with plumbing moved only when the layout asks for it.

  • Bathroom rebuild

A new shower or tub, vanity and tile. Our Pomona bathroom page covers the state fixture rule and the city's inspection days.

  • Windows and doors

In a historic district these are exterior changes, so we begin with the address, not the catalog.

  • Floors across connected rooms

One surface through the main living areas, laid after the dusty work is done.

  • Living and dining rooms

Built-ins, wall finishes and lighting that tie the main rooms together.

  • Whole-home refresh

Several rooms planned as one project, with the finishes last.

Historic districts

If your street is in Lincoln Park, Wilton Heights or Hacienda Park

The city's Historic Preservation page describes brochures for its three residential historic districts: Lincoln Park, Wilton Heights and Hacienda Park. The applications page defines alterations as exterior changes to structures, architectural details or visual characteristics, and says all alterations to homes inside the districts need one of the listed applications unless the property is an exempted one. Whether a job is minor or major is judged against the city's design guidelines, so we look up your address before scoping anything that shows from the street.

  • Address before anything else

Bring your street address to the first visit. The Planning Division handles preservation questions, and we help you put the right ones to it.

  • Windows and doors count

Both change the face of the house, so they go into the scope early and wait for the city's answer.

  • Plans that stay inside

The city's wording is about the exterior. If your plan is entirely indoors, we still ask staff to confirm before promising a start date.

THE BACK DOOR

A laundry corner that keeps the house tidy

Laundry tends to land where the back door, the garage and the kitchen meet, and it collects everything that has no other home. We plan the counter, cabinets, sink, drying rod and lighting as one small room, so the washer and dryer connections are placed once and the corner stays easy to keep.

  • A counter above the machinesA folding surface that also holds a basket or a sorting tray.
  • Cabinets to the ceilingClosed storage for supplies, with a hanging rod nearby.
  • Light and outlets where you standFixtures and circuits are placed with the layout, so walls open once.

Housing age

A 1950s house and what we expect behind the walls

SCAG's housing profile for Pomona says the highest share of the city's homes was built in 1950-1959, using American Community Survey estimates for 2014-2018. A house that age has had decades to collect repairs, so pipes, wiring and finishes behind a wall may not match the plans on paper. Tell us the build year at the first visit and bring whatever records you have.

  • Old permit cards and invoices

Records of past work show what has already been opened, replaced or patched.

  • Shared walls, one visit

If a kitchen and a bathroom back onto the same wall, their wiring and plumbing are planned together.

FOR THE ESTIMATE

What to have ready for a Pomona visit

Rough answers are fine.

  1. 1Your address, so we can check it against the historic-district rules
  2. 2The year the house was built, if you know it
  3. 3Whether it is a house, a condo or a townhome
  4. 4The name of your association and where its architectural rules are posted
  5. 5Photos of each room you want to change
  6. 6Permit records, plans or repair invoices from earlier work
  7. 7Anything you want to keep, such as a window or a floor

A partial list is fine. We sort out the gaps together at the visit.

HOW IT WORKS

How a project in Pomona runs

  1. Step 1

    Walk the house with us

We see each room, measure, and ask how the family uses it.

  2. Step 2

    Write the scope

Finishes, fixtures and the extent of the work are agreed on paper.

  3. Step 3

    Check the city's side

We look at the historic-district list and the counter's days, and help with the city paperwork and any association approval the project calls for.

  4. Step 4

    Build inside the allowed hours

Trades are sequenced within Pomona's Monday-to-Saturday window, and we walk the finished rooms with you.

    How an association must decide

Civil Code section 4765 applies where an association's governing documents require approval before a member makes a physical change to the member's separate interest or the common area. The decision must be made in good faith and may not be unreasonable, arbitrary or capricious. It must be in writing, and a denial must explain why and describe how the board can be asked to reconsider. The association must give members annual notice of any approval requirements for physical changes.

Which parts of Pomona do you visit?

Pomona is on our service-area list, with Chino, Chino Hills, Diamond Bar, West Covina and Ontario close by. Send your address with the request and we will confirm the visit.

What days is the city's permit counter open?

The Building and Safety Division lists walk-in hours of 7:30 a.m. to 6:00 p.m., Monday through Thursday, and no Friday hours. Call (909) 620-2371 to check how a particular question is handled, and we help with the paperwork.

Can a contractor work in the evening or on a Saturday?

The city's page lists Monday through Saturday, 7 a.m. to 8 p.m., with no work on federal holidays. Sunday is outside that window, and your association may keep tighter hours.

How do I know if my house is in a historic district?

The city names three residential districts, Lincoln Park, Wilton Heights and Hacienda Park. Boundaries matter, so send us your address and confirm it with the city's Planning Division before any exterior work is ordered.

Does my HOA approve the work as well as the city?

They are separate decisions. Where your documents require approval, state law says the association must decide in writing, and a denial must explain why and how to ask for reconsideration. Send us your rules early.

Does the age of my house change the plan?

It can. SCAG's data show 1950-1959 as the decade with the largest share of Pomona's homes, and older pipes and wiring often need attention once walls are open. Tell us the build year at the first visit.
