BATHROOM REMODELING
Bathroom Remodeling Contractor in
Cerritos, CA
With more than 10 years of experience, ARD Remodeling remodels bathrooms for homeowners in Cerritos, CA, from a new vanity and faucet to a rebuilt shower. Three things shape a plan here: the city lists Bathroom Remodel as its own project type on its forms guide, state law ties fixture replacement to permitted work in many older homes, and the local water leaves its own marks on glass and chrome. The free estimate starts with those three, so the route is clear before any tile is picked.

State law
Toilets, showerheads and faucets across the 1994 line
The state's Civil Code article on water-use efficiency, added by SB 407 in 2009, covers homes built and available for use on or before January 1, 1994. As enacted, it calls a fixture noncompliant if it is a toilet above 1.6 gallons per flush, a showerhead above 2.5 gallons per minute or an interior faucet above 2.2 gallons per minute. For alterations or improvements to a single-family home, the permit applicant replaces all noncompliant fixtures as a condition of final permit approval. We ask for the build year at the estimate and write any replacements into the scope.
Replacements join the scope
A toilet, showerhead or faucet that fails the test is swapped as part of the job, so it is written down from the start.
Attached homes read differently
The article treats single-family and multifamily property separately, and lists a few exceptions. For a condo or townhome we check how it applies to your unit.
CERRITOS FORMS
Forms a Cerritos bathroom plan can touch
A planning guide drawn from the city's forms list. The city's Building and Safety Division requires issuance of building permits for building renovations, and it decides what your project needs.
On the bathroom list
- Building/Plumbing/Electrical/Mechanical Permit Application
- Owner/Contractor Declaration Form
- Waste Management Plan Form
Companion items with forms of their own
- Water heater, with the permit application and the declaration form
- Windows, with the permit application, a waste plan form, the declaration and two sets of plans to Current Planning
- Skylight or solar tube, with a Skylight Planning Application and the permit forms
One combined application
The permit application is a single form for building, plumbing, electrical and mechanical work.
Inspections
Building and Safety takes inspection requests at (562) 916-1209, or through the Cerritos Permit Hub.
We go through both lists at the estimate and say which items your plan probably touches.
Local water
What Cerritos water leaves on a new shower
The city's 2025 Consumer Confidence Report says about 97.7 percent of the water supplied that year came from local groundwater, and the rest was bought from the Metropolitan Water District. Its table lists the groundwater's total hardness at 180 milligrams per liter as calcium carbonate, within a range of 170 to 200. A footnote adds that manganese ran above its secondary level at one well. That standard is about color, taste and staining of fixtures and laundry rather than health, and the city blends its wells and adds phosphate to manage it.
Choose finishes you will wipe
Dissolved minerals can leave spots on glass and chrome. We match glass, faucet finish and grout to the upkeep you want to do.

THE BATHING AREA
Keep the tub, add glass, or go walk-in
Choose early. It changes the framing, the waterproofing and what you wipe down each week.
Tub-shower with a new surround
Best for: Homes that need the tub
- One valve and one drain stay where they are
- New tile or a solid panel up the three walls
Keep in mind: The joint where the tub meets the wall is the spot to watch.
Tub with a fixed glass panel
Best for: A tub you use, with less to clean than a curtain
- One glass panel replaces the doors and tracks
- The tub stays, so the plumbing stays
Keep in mind: A panel shields only part of the spray, so the showerhead is placed with that in mind.
Walk-in shower where the tub was
Best for: A second bathroom or a tub that is rarely used
- A bench or a niche can be built in
- Fewer edges to scrub
Keep in mind: The drain, the floor slope and the waterproofing are rebuilt, and the home may lose its only tub.
THE VANITY WALL
A vanity wall that keeps the counter clear
The wall around the sink carries the daily load of toothbrushes, hair tools and towels. We plan drawers, outlets, light and mirror together, so the counter stays clear and everything has a place.
- Drawers over open spaceDeep drawers hold daily items out of sight.
- Outlets where you reachA shaver or hair-dryer outlet is placed beside the mirror, not behind the sink.
- Light at the mirrorEven light on both sides of the mirror shows the face without shadows.

Exterior wall
When the bathroom window changes too
Swapping a bathroom window is work on the outside wall of the house. The city's forms guide lists Windows as a project type of its own, with the permit application, a waste management plan form, the owner/contractor declaration and two sets of plans submitted to Current Planning. If the house belongs to an association, ask what it requires for windows before any glass is ordered.
Same size or a new opening
A like-for-like window and a bigger or smaller opening are different jobs. We note which one you want before the plans are drawn.
Association first
Send us your HOA's guidelines at the start, and we plan the window around them.
BEFORE WE MEASURE
What helps us prepare for a bathroom visit
Short answers are fine.
- 1The year your house was built, if you know it
- 2Which fixtures are original, such as the toilet, showerhead and faucets
- 3Whether the bathroom has a window you want to keep, move or replace
- 4Spots where the grout looks dark or the floor feels soft
- 5Photos of every wall and the ceiling
- 6Your association's name, if the house belongs to one
Skip anything you do not know. We can read the room together when we meet.

Where the water comes from and its hardness
The 2025 report, covering 2025 testing, says Cerritos receives water from two sources: surface water from the Metropolitan Water District of Southern California (MWD) and groundwater from the Central Groundwater Basin. In 2025 groundwater supplied about 97.7 percent and MWD about 2.3 percent. The chemicals-of-additional-interest table lists total hardness (mg/l as CaCO3) for the groundwater at an average of 180, range 170 to 200. Water Division: (562) 407-2674.

State rule for older fixtures
As chaptered, SB 407 applies to residential and commercial real property built and available for use on or before January 1, 1994. Section 1101.3 counts a toilet above 1.6 gallons per flush, a showerhead above 2.5 gallons per minute and an interior faucet above 2.2 gallons per minute as noncompliant. On and after January 1, 2014, section 1101.4(a) makes replacing all noncompliant plumbing fixtures a condition of final permit approval for alterations or improvements to single-family residential real property. Section 1101.7 lists exceptions, including registered historical sites.

- Clear scope
Which Cerritos forms go with a bathroom remodel?
The city's forms guide names a Building/Plumbing/Electrical/Mechanical Permit Application, an Owner/Contractor Declaration Form and a Waste Management Plan Form for a bathroom remodel. Extra items, such as a window change, have forms of their own. We go through them at the estimate.
Do old toilets and showerheads have to be replaced?
State law (SB 407) ties a permitted alteration of a single-family home built on or before January 1, 1994 to replacing toilets above 1.6 gallons per flush, showerheads above 2.5 gallons per minute and faucets above 2.2 gallons per minute. The text lists exceptions, so we read how it applies to your house.
Why does glass spot up so quickly?
Dissolved minerals can leave spots on glass and chrome. The city's 2025 water report lists total hardness of 180 milligrams per liter in its groundwater, which supplies most of the city's water. We choose finishes and a layout that match how much cleaning you want to do.
Can the tub stay while the shower improves?
Yes. A tub-shower can get new tile, a fixed glass panel or a new valve without moving the tub. A walk-in shower in its place rebuilds the drain, the slope and the waterproofing, so we look at the framing first.
Does changing the bathroom window add steps?
It can. The city's forms guide lists Windows as its own project type, with two sets of plans submitted to Current Planning, and an association may have rules of its own. Tell us at the estimate if the window is part of the plan.
