Start with where your house sits

The city's Planning Division ties design review to work that can be seen from the public street, and it treats the Central Area differently from the hillside neighborhoods. Knowing which one you live in is the first question we ask.

  • Central Area single-family homes

Work visible from the street, such as a facade remodel, window replacement or painting, brings some level of design review.

  • Trousdale Estates and the Hillside Area

The city states that properties there are not subject to design review. Building permits still go through the Permit Center.

  • Multi-family and commercial

Visible elevations of these properties fall under architectural review, which is a separate process from single-family design review.

How the Permit Center works

Beverly Hills runs its permit counter from City Hall and also takes plan review and permit applications through an online form. We use the city's own guides to decide, project by project, which route fits.

  • Counter by walk-in or appointment

The Community Development page lists walk-in service on Monday through Thursday mornings, and appointments in the afternoons and all day Friday.

  • Online application

Plan review and permit applications can be submitted online, and fees are paid through the city's CitySmart portal.

  • Bigger projects start with a consultation

The Permit Center guide lists a pre-application consultation to discuss submittal requirements and required documents for larger projects.

TWO ROUTES

Permit Center route vs. design review route

Many projects use only the first. Exterior changes in the Central Area may need both.

  • Building and Safety

Best for: Kitchen and bathroom remodels, minor interior remodels

    • Handled at the Permit Center
    • Counter, appointment or online
    • Inspections booked in CitySmart

Keep in mind: The city decides whether your exact scope needs a permit.

  • Design review

Best for: Visible exterior changes in the Central Area

    • Planning Division applications are emailed
    • Covers facade, windows and painting
    • Sits on top of the building permit

Keep in mind: Vinyl windows are not approved at the staff level.

PLANNING AROUND THE CALENDAR

A schedule that respects weekday hours

With work limited to weekdays and a long holiday list, the order of the job matters more than usual. We sequence the loud work first and the finishing work last.

  • Holidays on the calendarWe check the city's holiday list before suggesting start and finish weeks.
  • Demolition early in the dayNoisy steps are grouped so the house settles sooner.
  • Inspections booked in timeInspection requests go in ahead, so the crew is not waiting on a slot.

A weekday calendar for the crew

Construction in Beverly Hills is limited to set hours, and the holiday list is longer than many homeowners expect. We lay the schedule out against it before we promise a start week.

  • Monday through Friday

The city lists construction work hours as 8 AM to 6 PM on weekdays.

  • Construction holidays

The list includes Juneteenth, Yom Kippur, Veterans Day and the Friday after Thanksgiving, besides the usual national holidays.

  • Inspections are booked ahead

Building inspections are requested through the city's CitySmart system, and a limited number of earlier slots open at 9 AM on weekdays.

Landmarks and older properties

Beverly Hills keeps a Local Register of properties it has classified as historic landmarks. We cannot tell from the street whether a house is on it, so ask the Planning Division, and tell us the answer before drawings are final.
