How the city counts
Counting fixtures the way Chino's worksheet does
The city's one-page Fixture Work Sheet lists plumbing fixtures, among them bathtub, shower, toilet, lavatory or sink and water heater, with two counts for each: existing fixtures to be replaced, and new fixtures with new lines. Its mechanical and electrical parts add ventilation fans, lighting fixtures, receptacles and switches. We fill in those counts from your bathroom at the estimate, so you know before work starts which items are swaps and which ones bring new pipe or wire.
A swap in the same place
A toilet, sink or tub that stays where it is belongs in the replaced column of the sheet.
A moved drain or a second sink
New lines enter the scope, so we measure the walls and the floor before the plan is written.
BEFORE YOU CALL THE CITY
What to tell Chino's permit technician about a bathroom
A planning guide, not a ruling. The city's FAQ says the safest course is to call the Building Division before you assume anything.
Items the city's worksheet lists
- Bathtub, shower, toilet and lavatory or sink
- Water heater
- Ventilation fans connected to a single duct
- Receptacles, switches and lighting fixtures
Have ready for the call
- Your address and the year the house was built
- Which fixtures swap in place and which ones move
- Whether you add a fixture, such as a second sink
- Whether the fan, a window or a wall changes
- Photos of the room and any earlier permit paperwork
Water heater
It sits on the same list, so tell us if the plan replaces or moves one.
We count the fixtures while we write the scope and tell you which items the worksheet will carry.
Older homes
Built by 1994? The state fixture rule
SB 407 added Civil Code sections 1101.1 and following. As chaptered in 2009, the article applies to property built and available for use on or before January 1, 1994. It calls a toilet above 1.6 gallons per flush, a showerhead above 2.5 gallons per minute and an interior faucet above 2.2 gallons per minute noncompliant. For single-family homes, section 1101.4 says that from January 1, 2014 the permit applicant replaces all noncompliant fixtures for alterations or improvements, as a condition of final permit approval. Multifamily property has its own triggers, so for a condo we read how they apply to your unit.
The year goes in the scope
We ask when the house was built at the estimate, so the answer is in the plan from the start.
Fixtures that fail the test
For a single-family home the law says all noncompliant fixtures, which can reach beyond the bathroom, so we list what applies in the written scope.
WHO USES THE ROOM
Three ways to rework a shared bathroom
Decide this early. It changes the framing, the waterproofing and the glass.
Keep the tub, renew the surround
Best for: A bath that still serves small children
- Drain and valve positions can often stay where they are
- New tile or a solid surround on three walls
Keep in mind: A door or curtain track collects mineral deposits, so choose a simple profile.
Tub out, low-threshold shower in
Best for: Adults, teens or a grandparent who finds a high tub edge hard
- A handheld shower on a rail suits every height
- A low threshold is easier to step over
Keep in mind: The floor must be sloped and waterproofed to the drain, so we check the framing first.
Two sinks and a closed wet room
Best for: Mornings when two people need the bathroom at once
- Two people at the vanity at the same time
- A pocket or swing door can close off the shower and toilet
Keep in mind: It needs floor area and a place for the added drain, so it suits larger rooms.
What Chino's water does to glass and chrome
The City of Chino's 2025 Water Quality Report says the supply is a blend of State Water Project surface water, treated at the Agua de Lejos plant in Upland, and groundwater, which made up about 73 percent in 2025. Its table of unregulated substances gives total hardness for the city's supply at 248 ppm, within a range of 230 to 260, next to calcium at 73 ppm and magnesium at 17 ppm. Those minerals dry into white spots, so glass, faucet finishes and grout are chosen with upkeep in mind.
Finishes that wipe clean
We match the glass, the faucet finish and the grout joint to the amount of cleaning you want to do.
Ask before you descale
Acid cleaners can etch stone and some specialty finishes, so check with us first.
THE SHOWER FLOOR
One slope, fewer joints
The floor of a shower sets how the room drains and how much grout you scrub. A linear drain lets the floor slope in a single direction, so larger tile can be used with fewer joints to clean. We settle the drain type and the tile size together before the membrane goes down.
- Larger tile, fewer jointsLess grout to scrub and fewer lines to stain.
- One direction to the drainA single slope is easier to build and to check.
- A handheld on a railOne rail suits tall adults and small children alike.

Moisture
Steam, leaks and the city's mold sheet
Chino's Development Services mold sheet lists shower and bath steam and leaks among the causes of indoor moisture. It says to fix the moisture source before cleaning, because mold is likely to return if the area is wetted again. In a bathroom that points to three things in the plan: a fan that vents outside, a waterproof layer behind the finish and a surface that can dry.
Exhaust that reaches outside
A fan sized for the room and ducted out of the house, on a switch people will actually use.
Waterproofing behind the tile
A membrane runs up the walls and around the valve and niche before any tile goes on.

- 3Which fixtures you want to replace and which you want to move
- 4Where the exhaust fan is and whether it runs
- 5Any stains, soft spots or loose tile you have noticed
- 6Photos of each wall, the ceiling and the floor
- 7Your association's contact, if you have one
Not sure about an item? Leave it blank and we will sort it out at the visit.

How the city counts fixtures
The Building Applications and Forms page lists a Fixture Worksheet, a one-page form headed 'City of Chino Fixture Work Sheet' with lines for project address and permit number. The plumbing column lists fixtures including bathtub, shower, toilet, lavatory/sink and water heater, each with two counts: existing fixtures to be replaced, and new fixtures with new lines. The mechanical column includes ventilation fans connected to a single duct, and the electrical column lists receptacle, switch and lighting fixtures.

Where Chino's water comes from
The 2025 report (PWS ID CA3610012) says the city's drinking water is a blend of surface water and groundwater. Surface water arrives through the Metropolitan Water District via the State Water Project and is treated at the Agua de Lejos plant in Upland; groundwater comes from wells run by the city or the Chino Basin Desalter Authority. The unregulated substances table lists total hardness as CaCO3 at 248 ppm for the City of Chino supply (range 230-260, sampled 2025).

Moisture and mold
The fact sheet 'Mold in My Home: What Do I Do?' (City of Chino Development Services Department, 909-334-3251; it credits a 1998 state Department of Health Services info sheet) lists shower and bath steam and leaks among the sources of indoor moisture. It says to identify and correct the moisture source first, because mold growth is likely to recur otherwise. A closing note tells owners to contact the Chino Building Division for information on permits for mold remediation.

State rule for older homes
As chaptered, SB 407 applies to residential and commercial real property built and available for use on or before January 1, 1994. Section 1101.3 counts a toilet above 1.6 gallons per flush, a showerhead above 2.5 gallons per minute and an interior faucet above 2.2 gallons per minute as noncompliant. On and after January 1, 2014, section 1101.4(a) makes replacing all noncompliant plumbing fixtures a condition of final permit approval for alterations or improvements to single-family residential real property. For multifamily property, section 1101.5(d)(1)(C) covers a room altered under a building permit.

- Permits
- Clear scope
How does Chino's fixture worksheet treat a bathroom swap?
The city's Fixture Work Sheet keeps one count for existing fixtures to be replaced and another for new fixtures with new lines. A toilet or faucet swapped in place and a second sink that needs new pipe land in different columns.
What if my Chino house was built in 1994 or earlier?
California's fixture law, from SB 407, covers property built and available for use on or before January 1, 1994. For a single-family home, a permitted alteration calls for replacing noncompliant toilets, showerheads and faucets before the final.
Will Chino's water spot my new glass?
It can. The city's 2025 water report lists total hardness at 248 ppm, and calcium and magnesium are the minerals that dry into white spots. We go through finishes and upkeep with you at the estimate.
What if you find mold behind the old tile?
The city's mold sheet says to fix the moisture source first, and to contact the Building Division at 909-334-3251 about permits for mold remediation. We would stop, show you what we found and agree the next step in writing.
Can a shared hall bath keep its tub?
Often. Before drawing anything we compare a refreshed tub-shower with a low-threshold shower, based on who uses the room and how.
